Public safety is the foundation of a strong community. Ross will continue supporting police, fire, emergency preparedness, and practical partnerships that address complex challenges.

As mayor, Ross chairs the Abbotsford Police Board and has worked with partners on public safety, homelessness services, and plans to modernize critical facilities.

Keep public safety resources responsive to a growing city while bringing governments and community organizations together around workable solutions.

Infrastructure

Improving roads and planning for growth

Abbotsford should build strategically, not impulsively. Growth must be matched by reliable infrastructure, credible plans, and careful stewardship of public dollars.

Building on progress

Council adopted the Abbotsforward 2050 Official Community Plan and launched coordinated long-range planning for transportation, water, wastewater, drainage, and other essential services. The City is also advancing a new well and water-treatment system to strengthen the regional water supply.

Looking ahead

Use the Plan for 2050 master plans and long-term financial planning to sequence investment, manage pressure on taxpayers, and give the people who build homes, create jobs, and grow the economy greater certainty.

Planning the whole system

Roads, transit, water, wastewater, drainage, fire protection, parks, and recreation must work together as Abbotsford grows toward 250,000 residents.

A more resilient water supply

A new network of wells, treatment facilities, and connections will provide an additional water source for Abbotsford, Mission, Matsqui First Nation, and neighbouring communities.

Protecting our community from flooding

Long-term flood protection is essential for residents, farmers, businesses, transportation corridors, energy infrastructure, and Canada's food security.

Building on progress

Alongside the Barrowtown Pump Station upgrades, the City has helped advance the Sumas River Watershed Flood Mitigation Planning Initiative and the international Transboundary Flood Initiative. This work brings local First Nations and governments on both sides of the border together around durable solutions.

Looking ahead

Turn collaborative planning into funded, implementation-ready projects for Sumas Prairie while continuing to strengthen flood protection for Matsqui Prairie and the critical infrastructure that connects our region and country.

National recognition

The 2026 Canada-British Columbia Cooperative Prosperity Agreement makes up to $20 million available in 2026-27 for cost-shared planning and initial project management for Sumas Prairie flood mitigation, subject to project approvals and a signed agreement.

Partnership built on respect

The Sumas Prairie initiative includes Semá:th and Leq'á:mel First Nations, the Province, Abbotsford, and Chilliwack. Strong, respectful relationships are essential to shared decisions and effective flood protection.

Both prairies matter

Sumas Prairie remains a national economic and food-security priority, while flood-protection work on Matsqui Prairie safeguards residents, farmland, First Nations lands, and regional transportation infrastructure.

Housing & growth

Growing responsibly and adding housing choices

A growing Abbotsford needs more attainable homes, clearer processes, and thoughtful planning that aligns new neighbourhoods with the infrastructure and services people rely on.

Building on progress

The City secured more than $25.6 million through the federal Housing Accelerator Fund, modernized its development processes, and saw significant residential construction activity in 2024 and 2025.

Keep improving approvals, support a wider range of housing choices, and use the updated Official Community Plan and infrastructure master plans to make growth sustainable over the long term.

Parks & recreation

Creating places where community comes together

Parks, pools, arenas, fields, and trails help children grow, keep seniors active, support local sport, and give neighbours places to connect.

Building on progress

Council approved a decentralized three-facility aquatic strategy, advanced a new two-sheet arena at Exhibition Park, and renewed a 30-year joint-use agreement with the Abbotsford School District for four synthetic turf fields.

Looking ahead

Move these projects forward responsibly, pursue outside funding to reduce the burden on local taxpayers, and keep exploring long-term recreation options - including a potential future sports park near King and McKenzie Roads.

Different pools for different needs

The proposed 10-lane, 50-metre MSA pool will support public fitness and lap swimming alongside clubs and athlete development, and will be able to host regional and provincial meets. New community pools at ARC and MRC will focus on lessons, leisure, and family recreation. Moving intensive training use to MSA will free capacity at the community pools.

More ice and summer floor space

The planned Exhibition Park arena will add two City-operated ice sheets and significantly increase off-season dry-floor space for local lacrosse and ball hockey organizations.

Shared fields, wider access

The renewed school-district agreement supports long-term maintenance and community access at the synthetic fields serving W.J. Mouat and Abbotsford Senior Secondary schools.
